UniGR-CBS Workshop on NNLT Mapping

On May 18, a cross-border workshop will be held at the University of Luxembourg and online via Webex, focusing on the challenges of mapping and territorial monitoring in the context of No Net Land Take (NNLT) in the Greater Region.

This event builds on the work of the first NNLT symposium held in June 2023, during which it became clear that many subregions have little reliable data or concrete strategies regarding land sealing. Since that first symposium, a growing momentum has been observed throughout the Greater Region: several territories have begun to develop indicators, policy objectives, and tools aimed at reducing land sealing.

The objective of this UniGR-CBS workshop is precisely to analyze these developments, compare them, and discuss prospects for more harmonized cross-border mapping.

This workshop aims to:

  • compare and discuss current approaches to the collection, processing, and visualization of data used in the various subregions of the Greater Region regarding the NNLT,
  • identify common challenges, methodological differences, and institutional needs related to monitoring land consumption,
  • explore opportunities for cooperation between administrations, GIS services, practitioners, and researchers,
  • propose avenues for convergence toward more coordinated cross-border mapping practices,
  • contribute to the preparation of a UniGR-CBS Working Paper, intended to serve as a basis for a sustainable strengthening of the science-policy interface regarding land use in the Greater Region.

Programme:

Part 1 — Presentations (2:00–3:00 PM)

A series of short presentations on the institutional and regulatory framework, ongoing projects, and the results of the comparative study.

  • Directive (EU) 2025/2360 — Soil Monitoring Law
  • The Territorial Intelligence Research Lab (LATI) and NNLT
  • SIG-GR and NNLT
  • DIALOG Project
  • Results of the comparative study on NNLT indicators used in the Greater Region

Part 2 — Group Discussion (3:00–4:30 PM)

Structured discussion based on the results of the comparative study and their implications for the Greater Region.

  • Block 1 — Data production and availability: technical convergences and divergences
  • Block 2 — Towards a shared conceptual framework for NNLT
  • Block 3 — Indicators for decision-making: political and strategic challenges

Part 3 — Summary, Recommendations and Roadmap (4:30–5:00 PM)

Presentation of the key points from the three blocks and collective formulation of recommendations.

Closing remarks.
